OpenAI Tells Congress the U.S. Should Create AI 'Licenses' to Release New Models

Sam Altman, the chief executive officer of OpenAi, recently provided written testimony to the US Congress in which he requested that recipients "consider a combination of licensing or registration requirements for the development and release of AI models above a crucial capability threshold, along with incentives for full compliance."

Within his own speech, Altman explained that he wanted a government agency with the power to give and take away licences, so that the US could hold companies accountable in the event of any eventuality.

In suggesting a licence for AI, Altman deviously proposed a course of action often used by large companies, in which those with a significant market share suggest 'regulation' that would only serve to raise the minimum entry level for competition.
